Training Kit on the Legal Teacher's Guide
Educational work is considered one of the most vital professions in Kuwaiti society, and it requires teachers to put in a great deal of effort, dedication, and devoted time to preparing and planning lessons, teaching, and following up on students' progress. In order to motivate teachers and encourage them to work hard and with dedication in their tasks, appropriate incentives must be provided and their financial and social conditions improved.
Allowances
An allowance is a sum of money added to the basic salary in consideration of job and social status.
Types of Allowances
First: The Periodic Allowance:
These are financial sums given periodically, and they have been specifically mentioned for employees subject to the Civil Service Law, whereas for employees in the private sector, the concluded contract is what determines the amount and timing of the periodic allowance, if any.
The periodic allowance under the Civil Service Law:
The teacher is entitled to this allowance on the first of January or the first of July following the completion of one year from the date of appointment or the date of granting the previous allowances.
The teacher derives his right to the periodic allowance directly from the law, meaning the administration has no discretionary authority in granting it to the teacher.
The teacher is not deprived of the periodic allowance except for a legal reason, such as a final report being submitted about him with a weak rating, and this deprivation continues until his direct superior submits a report stating that he is good.
The teacher continues to receive the periodic allowances until he reaches the final increment of his grade.
Second: Incentive Allowances:
These are financial sums given if specific conditions set by the Civil Service Law are met, and they are organised for those subject to the Civil Service Law only, with no others, and their conditions are as follows: -
The incentive allowance is added to the teacher's basic salary as encouragement and a reward for the outstanding efforts he has made, which led to his obtaining an excellent report.
This allowance is granted by a decision of the competent minister, based on a proposal from the Teachers' Affairs Committee, and is granted at any time, and is disbursed from the date on which it was granted.
It may also not be granted to the teacher if he has reached the end of the increment of his grade.
The Social Allowance:
The state contributes to easing the financial burdens on the employee, and has therefore decided to grant him a social allowance, a sum of money due to the teacher subject to the Civil Service Law only, added to his basic salary to help him cope with the high cost of living.
This allowance is granted on account of his social status, whether married or single.
This allowance is granted in all cases, but it increases if the teacher is married and has children.
